This wiki will explain how to reconfigure CBUS0 to be a GPIO and use the Linux kernel gpiolib (/sys/class/gpio) or a libftdi function to enable the modem through a GPIO. Setting the GPIO to a logic high (it will be logic low and disabled by default).
